The Hong Kong Government, like His Majesty's

Government in the United Kingdom, require the production

of a Chinese Government "huchao" before issuing a licence

for the export of arms into China.

Since there is no Chinese Consular representa-

tive in Hong Kong, the Colonial Government have agreed

to the further precaution that a notification of authorisa-

tion from the Chinese Foreign Office at Nanking is to be

obtained before export of the arms is permitted. (In

Singapore, the authorisation of the Chinese Government's

Diplomatic or Consular representative in the Straits

Settlements is required, just as in the United Kingdom

the export requires the authorisation of the Chinese

Ambassador in London).

This procedure also applies when it is sought

to export to China arms which have been imported into

Hong Kong or Singapore on consignment.

The case of the passage of arms through Hong

Kong, when such passage is only a portion of a complete

journey beginning and terminating beyond the frontiers

of Hong Kong, is regulated by the provisions of the

Barcelona Convention and Statute on the Freedom of

Transit, according to which goods so consigned are

entitled to "in transit" status, and accordingly, to

free passage.
